Allow correcting a submitted claim before insurance accepts it

Correct an insurance claim shortly after you submit

Allow reopening and editing a claim shortly after submission, for example to add a forgotten billing code to a session. Currently a claim cannot be corrected once submitted. A previous system placed submitted claims in an "awaiting batch" state while they waited to be picked up/accepted by insurance, and during that window the claim could be reopened to add any missing code or make other adjustments.
