balance/invoice being attached to a "locked" note

Currently, to change anything on a balance or invoice, you need to make sure the note is unlocked; otherwise, you won't be able to make changes. I think it would be best to change that because one has nothing to do with the other. Yes, the note can/should be be locked, but it should not be attached to what I

need to change in the balance
